Step 1: Bake the Potatoes. Preheat your oven to 400°F (200°C). Prick the washed and dried potatoes several times with a fork. Rub the skins lightly with olive oil and a pinch of salt. Place them directly on the oven rack and bake for 45 to 60 minutes, or until the centers are soft and the skins are crisp.
Step 2: Prepare the Beef Filling. While the potatoes are in the oven, heat a large skillet over medium-high heat. Add the ground beef and cook until fully browned, breaking it into small crumbles with a wooden spoon. Drain any excess fat. Stir in the garlic powder, onion powder, smoked paprika, salt, and pepper. Set the beef aside.
Step 3: Hollow Out the Skins. Remove the potatoes from the oven and let them cool for about 10 minutes. Cut each potato in half lengthwise. Use a spoon to scoop out most of the flesh, leaving a border about 1/4-inch thick to ensure the skins hold their shape. You can save the scooped-out potato for mashed potatoes later!
Step 4: Crisp and Fill. Increase the oven temperature to 425°F (220°C). Place the potato shells on a parchment-lined baking sheet, cut side up. Brush the insides with a little melted butter or oil and bake for 5 minutes. Remove from the oven, fill each shell with a generous amount of the seasoned beef, and top with a layer of shredded cheddar cheese.
Step 5: Final Melt and Garnish. Return the filled skins to the oven for 5 to 8 minutes, or until the cheese is completely melted and bubbling. For a deeper color, you can broil them for the last 60 seconds. Remove from the oven and garnish with dollops of sour cream and sliced green onions before serving warm.
